Role Purpose and Key Responsibilities

This job is a key RICS position with responsibility for ensuring that RICS meets its obligations to deliver effective self-regulation by delivering monitoring, investigation and disciplinary casework in accordance with KPIs and quality standards in particular through assessing and analysing incoming complaints and conducting investigations into allegations that an RICS professional or firm may have breached professional standards.

Investigation specialists undertake careful risk analysis and conduct regulatory investigations to maintain public confidence in the regulatory system, through excellent case management; careful decision making; timely progression and delivery of high standards of customer service.

• Prioritises and manages an investigation caseload to ensure that cases are progressed and concluded in
accordance with KPIs, standards of operational performance and quality standards.
• Analyses and investigates concerns, complaints and non-compliance issues including gathering and evaluation of evidence, making casework decisions at the appropriate level of delegation, producing reports for Head of
Regulation decision makers, and producing bundles and allegations for consideration at disciplinary panels.
• Makes robust and accountable case management decisions in the public interest demonstrating sound judgment, a balanced and fair view and supported by reasoned arguments
• Communicates advice and decisions to members, firms and the public as appropriate – providing excellent
service to internal stakeholders, members of the public and RICS members
• Take enforcement action (office resolution and disciplinary) against members and firms in breach of the Rules of Conduct

About You

Given the nature of the role, the post holder will need to display gravitas, be able to quickly build confidence with stakeholders, and demonstrate appropriate awareness of public policy and legal issues. In addition, the role requires:

• Successful dynamic delivery in a regulatory investigation environment, taking accountability and responsibility
• Effective identification and management of risk through identification, information analysis and mitigation
• Proven experience of working within a regulation environment and operational delivery in a regulatory concern/complaint handling and investigation capacity
• Strong understanding of, and commitment to, the principles of better regulation – Able to apply the principles in a way that is lawful, effective and pragmatic
• Ability to demonstrate sound judgment, reaching confident, robust and proportionate decision making, arriving at evidence-based decisions
• Comfortable using / interrogating online systems to input, extract and analyse data
